Workshop on Sustainable Energy for All
The workshop witnessed a rich gathering of delegates from across Asian countries covering Bangladesh, India, Nepal, Sri Lanka, and Singapore. Delegates included senior members of Ministries of Energy and Power from the above countries, distribution utilities, Renewable Energy development agencies, Micro Grid operators, Bilateral and Multilateral organizations, and NGOs to consultants and academics. The workshop was structured in two sessions, the first one on creating a regulatory architecture for off-grid projects and the second on implementation and governance considerations in mainstreaming off-grid projects. The workshop debated and discussed various pros and cons of introducing regulatory governance framework in the off-grid sector and ways of enhancing energy access to the last mile population. More importantly, the discussion also highlighted the various issues in implementing such projects and identified pathways of addressing them. As an important outcome, the knowledge and experiences gained in the workshops from various countries is expected to set the way forward for implementation and governance of projects in the off-grid sector.

The project is being led by the University of Dundee, along with TERI, Edinburgh Napier University, TERI University, and University of Manchester as consortium partners. The project aims to find appropriate local solutions, which are techno-economically viable, institutionally feasible, socio-politically acceptable, and environmentally sound for sustainable electricity supply to off-grid areas.

International Workshop held in Dundee
An international workshop was held on 6th July 2011 in Dundee to discuss and share the off-grid electrification experience and approaches. Prof. Peter Cameron, Director of CEPMLP, opened the workshop and Dr. Subhes Bhattacharyya provided an overview of the project.

The worksshop was divided into two sessions: in the pre-lunch sessions four presentations were made. Dr. Judith Cherni of Imperial College London shared the experience from Latin America. Dr. Xavier LeMaire of Warwick Business School presented the South African experience with Solar Home Systems. Mr. Mirco Gaul discussed the case of bio-diesel from Jatropha using an Indonesian example and Dr. Arthur Williams shares the experience of micro-hydro options for off-grid electrification. This session was chaired by Dr. Arabinda Mishra of TERI University.

The post-lunch session was chaired by Dr. Akanksha Chaurey of TERI. Four presentations were made in this session. Ms. Krithika and Mr. Debajit Palit presented their study on the review of participatory approaches being used in promoting off-grid electrification. Ms. Kirsten Ulsrud of University of Olso discussed the work being carried out in her Solar Transitions project. In this work, they have studied the off-grid solar mini-grid system in the Sunderbans (India) and trying to transfer the learnings to a different context in Kenya. The synergy with the OASYS project and differences in the approches came out well in her presentation. Prof. Tariq Muneer presented his work on co-operatives in Scotland to emphasise its usefulness in the context of off-grid electrification. Finally, Dr. Anne Wheldon of the Ashden Awards shared their experience of off-grid electrification by highlighting a few award-wining cases.

In the post-tea session, a panel discussion was organised which was moderated and chaired by Prof. Paul Cook. Paul opened the discussion by asking a few main issues that emerged from the discussions and presentations made during the day. The role of the government, the need for subsidies, the issue of local participation versus technocratic solution, role of regulations, etc. came up in the discussion. Finally, Dr. Bhattacharyya thanked everyone for their participation in the workshop. The proceedings and the presentations will be available in the project website in the near future.

Annual Project Meeting and training session held in Dundee
The project team met in Dundee on 5th of July 2011 and discussed the progress made so far. The team also made plans for the next year. The meeting was followed by a workshop on the 6th and a training session on the 7th. Members from all partner teams were present in these events.

International Workshop on off-grid electricity solutions in South Asia, July 6, 2011

OASYS-South Asia project is organising a one-day international workshop on off-grid electrification experience and approaches in Dundee on July 6, 2011. Confirmed speakers include researchers from UK, Germany, Sweden, Austria, Norway and India.

Venue: The Carnegie LT, CEPMLP, University of Dundee

Time: 9.00 (registration), 9.30 AM start.

Participation - Free of charge but registration required. Please indicate your intentions to attend the workshop to Dr. Subhes Bhattacharyya, Project PI (s.c.bhattacharyya@dundee.ac.uk).
